The Expanding the Availability of Head Start Programs at Community Colleges Legislative Report was prepared in response to a written request by House Education Chairman Delegate Sam Rasoul in May 2024 regarding House Bill 984 and submitted to the Superintendent of Public Instruction. The Virginia Department of Education (VDOE), in collaboration with the Virginia Community College System (VCCS), began to explored the feasibility and potential impact of establishing Head Start programming on community college campuses.
The report outlines the feasibility of expanding Head Start programs on community college campuses across the Commonwealth, highlights potential benefits, and implementation considerations of co-location models. Efforts were grounded in stakeholder engagement and informed by potential opportunities for interagency collaboration.
